I think it would stay the same because 75% of the population do not have much on their minds anyway except how to get through the daily grind. I would say that the 25% will, after a very short trial period, won't be reading minds no more. I know that if I was one of the 25%, I would choose not to read minds for the sake of my sanity.

If it was just a random 25%, then the majority of people who received that gift would probably start to use it for personal gain. They would start small, but then they would try to figure out ways to manipulate their power so they can get more and more. Of course, there might be people who tried to use it for more noble causes, but they certainly wouldn't be in the majority. Giving a bunch of people this extraordinary power out of the middle of nowhere they will have no preparation on how to use it well and they will become drunk on the idea of their own power. As a result, we would all suffer.

the 75% who couldn't read minds would all get together and kill the 25% who couldn't. but since the 25% could read their minds, they would have the jump and kill the others before they had a chance to attack. in summation, 75% of the world's population would be killed by mind readers.

Life can be terrible. 25% People will read our mind & 75% of People will feel the lost their privacy. There will be alot of judgement, unhappiness, anger... Our ties with other will be further apart. There will soon be discrimination. Another disaster might happen sooner or later.

There would inevitably be discrimination against those that could read their minds and wars would ensue. It would change a lot of things and probably make the world a worse place to live.

not at all strange as you recall once the president took office everybody in the country could c a better solution after he was locked in to his plan that we could all c better ways of doing the same thing that was almost 100% of the people could say they were reading the mind
