How does the salt water that results from the melting snow, compare to the contents of all the living cells of the plants alongside the road?

That depends on how much water and how much salt is involved. If the concentration of the salt and snow solution is greater than the concentration of the cell contents, the plants may lose water by osmosis. This is assuming that the plants have no ability to regulate their contents, which they do. It's a matter of degree, so if the salt concentration is too much for the plants to handle, they'll shrivel up.
