I have blue-grey eyes, pale/english-rose skin, and red/auburn hair and I have worn blue eyeshadow and eyeliner before. In fact, the only colour I haven't worn is yellow (THAT'S a tricky one!).
The trick really is to apply it properly. A good in-between is to go for a navy-blue eyeliner, then smudge it a little with a cotton bud. Electric blues ought to be applied in blocks of colour, in order to get away with that look. I prefer to apply a single streak, about 3-4mm along the lash line, top and bottom. You can wing it out at the side a bit too, but it depends on wanting a certain look. Strong or bright blues need to be worn with confidence. A pretty baby blue is beautiful on pale skin. Darker or olive skins suit more earthy tones, or citrus brights.
Decide if you want a fairly natural look, just to emphasise your eyes, or if you want a statement look, if you want it to be obvious you're wearing colour.
You can get away with most things really, but there are certain skin colour rules that ought to be followed. There's always tips in fashion and/or girly magazines. I'd go pick up a copy of Glamour or Cosmopolitan. :) Don't worry, and just have fun with it!

I have seen many people who wear it in a tacky way, but sometimes it looks good. Depends on the shade, your eye/skin color, and what you are wearing it with. Don't go overboard on the blue eyeshadow, though. Or use blue eyeliner with a different color shadow. You should experiment too, try a few different combonations before you leave the house. Have fun, and you should be alright without looking too tacky.

In my opinion I think you would look much better without the blue, you would be prettier without it. Anyway, Pulling off a look with blue eyeshadow and blue eye products is hard because it can look tacky very easily, I have a solution. Taking a eyeshadow brush slowly and carefully stroke the blue eyeshadow on your eyelid up to your crease. If you want more of a dramatic look put some of the blue eyeshadow under your eyes, make sure its thin. A thick layer of blue eyeshadow under your eyes would make it look silly. With the blue eyeliner put it in your waterline but don't make a thick layer in your waterline, make it thin yet noticeable. Now, taking a Q-tip dip it in the blue eyeshadow and set your blue eyeliner by using the Q-tip as a eyeliner gently put it on your waterline. There you have it. Make sure to but foundation or concealer under your eyes to cover up any bags, it will make the look, look better.

Blue eyeliner is great when you have tired, blood-shot eyes. They are also nice when you wear casual clothes (but, then again, any bright coloured eyeliner looks chic with casual clothing!). I have one of it, but hardly get a chance to wear it, since I don't wear much makeup.
Blue eyeshadow is not tacky one bit. It looks great with blue eyes and black eyes. However, brown ones will pop with greens, golds and pinks. Make your choice!

blue eyeliner can be okay if your using 2 differnt bright colours and your into the "scence kid" kinda look. then it looks cute. I use blue eye shadow sometimes, not a lot though or it will look tacky

Nothing wrong with blue. Be subtle though. Less is more. BUT if you have blue eyes - not so sure that looks good. I have green eyes and I would NEVER wear green on my eyes. It's a little too much.

well it depends what ur wearing i wouldnt do both though...try the blue eyeliner with a white shirt and a blue headband or something it will bring out the blue in ur eyes (eyeliner).. dont expect it to look ordinary it will look unique

It really depends on what your wearing. Wear blue eye shadow with black or shiny, glittery tops/dresses.
Blue eyeliner doesnt suit everyone....according to me....
However blue eyliner gives you a real hot look

Depends on your colouring actually. Blue eyes with blue eye makeup? Yuck. Dark brown eyes with tan or olive complexion and blue makeup? Stunning. But I've known people these rules would never apply to, so give it a try and ask someone you trust. Experiment and enjoy! :)

I have blue eyeliner with glitter in it, and I sometimes wear it, but mostly just black eyeliner. Blue eyeshadow is good in moderation, not too much as with all make-up.
