Well, you'd need to have computers, normally around 15-20 all linked up to the Internet, so that's the computers themselves and the Internet.
Secondly you have to think about the main 'extra' costs, these include insurance, premises, advertising, business links, electrical bills.
After the premises were set up, the computers running and the Internet connected, you'd need to set up some advanced program to ensure people stay on for as long as they stay they will. You also need to disable most privileges on most computers, whilst ensuring the programs people want are already on, a good move would be disabling .bat, .exe and other file types.
After the system it's self is secure, you need to work on building a company, links to other businesses is always a good move, you may need to advertise your business, you may not. You may need to hire support staff to help you, running a buisness single handedly is always a daunting prospect.
After you've set up, and customers are coming in, you need to give them what they want, competitive prices, Maybe Wi-Fi connections too so they can connect their own laptops, this too would have to be secured, maybe a Coffee bar, a small meals stall, vending machines.
Best way to secure a business success is to think outside of the box and think what the consumer (you you NEED to survive) really wants.
Remember there are a lot of things to choose in picking a location:
Is it good for you?
Are there very few competitiors?
Can you afford the price of staying here?
Is there a large population near by in need of your services?
Can you afford the start up investment/loan?
If you answered yes to all of these, you could be on to a winner.
