Since Radetzky was a defining force in the brutal supression of the 1848/49 revolution in Vienna and Hungary, liberal Austrians and Hungarian nationalists saw the Rakoczy March as a sort of anti-Radetzky march.

I don't know who his musical rival was, but Johann Sebastian Strausse wrote the Radetzky's March.
