The baby could very well have a milk intolerace my son did we gave him skim milk and that helped, he has since grown out of it though. Some kids need soy milk though. tell her to talk to her doctor.

he is suppose to start on regular milk at the age of 12 months if he cant digest it i suggest 2 percent but if that doesnt work soy milk
