Popcorn works well, shredded paper works well too -- either get it from someone's work or shred your junk mail. I've also seen people asking and offering stryrofoam peanuts and bubblewrap on freecycle. Just go to freecycle.org and sign up for your nearest one and you can post a wnated and or offered ad . . .

I also like to use ziptop bags (reasonably thick ones) with air in them (sort of like custom bubble wrap) to cushion items and/or act as filler between them.
To do that, I stick a straw in the bag, zip it closed as much as possible, blow up the bag, then quickly pull out the straw and zip the bag all the way up (tightly). The closed bags hold air well if there's not a huge amount of stress on them.
The bags can also be left not quite blown up all the way too, so that you can nestle something into the side of the partly blown up bag (from the outside), and even wrap or tape them together.
Another thing I like to use is empty plastic bottles (for water, soda, juices, etc.). They're stiffer than the ziptop bags, but great for holding filler, and are a bit softer (and cheaper) than other things... and they won't compress during shipping like wadded paper, etc., can.

Don't use newspaper. The ink will come off on the ornaments. Use plain white tissue paper. Fill around them with popped corn (unsalted)

Hmm, if you have anything foamy that fills up the box, that would work. Those white foamy things that come in packages can act a a substitution for bubble wrap.

you can use regular popcorn that is popped. also maybe if you use the plastic carry bags that you get from the stores. Just bunch them around it. Works great. If you are afraid that the ornaments will get lost in the clutter then put them in a plastic baggie first. shredded paper is also good. good luck.

Plastic bags work surprisingly well, if you pack them tight enough. (I used this on the infamous egg drop project and it worked.)
