I think it depends on the circumstances. Most great military leaders (Patton, Eisenhower, Powell, Schwarzkopf) made it to that point by their ability to influence, and their ability to make the right choices at the right time for success.
The flip side of this would be a dictatorship where power is everything, and your leadership is through fear and loathing, not positive inspiration.

Leadership is very much about influence. You do not have to be at the head of the pack to lead. people in lower level management have the ability to influence the direction of their company as much or even more than it's president.
It's all about how you influence others. Having Power tends to blind you to the real need. And example would be President Bush. He has the power but has he used it wisely? NO!

Power is attained through influence. Too much of a good thing is never good. We currently have too much of both commodities in the wrong location.
