Square both sides:

y + 8 = 8y + 5
3 = 7y
y = 3/7

Double check:

sqrt(3/7 + 8) = sqrt(8(3/7) + 5)
sqrt(3/7 + 56/7) = sqrt(24/7 + 35/7)
sqrt(59/7) = sqrt(59/7)
