with a parent

It's rated R, so they have to have a parent or guardian with them. Honestly, I don't think a 13-year-old can understand Children of Men. I had enough trouble and I'm 22.

I really think that it is up to the parents of the 13 year old to make the decision.

it's an excellent movie, and i would recommend it to anyone, but it might go way over a 13 year old's head. There is strong language/violence, and brief nudity. also the subject of assisted suicide is brought up a few times. i think it's ultimately the parent's decision.

In terms of its violence, language, etc., I doubt that there's anything in it that the average 13-year-old hasn't seen a million times before, but...thematically, I don't think it's really suitable.

no. It is rated R unless you go with a parent or someone that is 17 and older.
