Political Science and/or Public Administration work well in general, but any degree will do.
Some of the best lobbyist that I've worked with are those who have represent a specialty policy area (i.e. environmental degree for those who represent the National Environmental Council; or engineering degree for those who represent infrastructure groups).

Instead of doing your son's work for him, why don't you let him do the research if this is something that HE wants to do?
Oh and any piece of paper will do.
