I go through Verizon, and they seem to be pretty good thus far; however, you'll be extremely lucky to find any mobile phone service that has any existing "free" service. You will have to pay for any mobile phone service you have. There are different providers who offer free mobile-to-mobile, meaning if you choose Verizon, you can speak to anyone in the Verizon network without using the minutes that are allocated to you. You obviously will have to pay for a minimum number of minutes, but a piece of advice: it is best to anticipate that you will use LOTS of minutes, and you would be better off to get the plan with the most minutes,no roaming charges, and free text msg. There are a few mobile phone providers who do offer free text msg.

Don't know any free programs. You have to have a cell plan and they all cost $$.
Where did you get the phone? It should be linked to a cell provider like Cingular, Verizon or TMobile, to name a few. Most of the time, the phone can only be used by one company so you'd have to sign up for a plan with them. You can usually get a pay as you go plan but watch the costs. There are none out there that are free or we all would have signed up by now.
