Technology doesn't stand still. All the old ideas about electric cars don't apply anymore. See below!
*
How about an electric pickup truck? Or an electric SUV? The Phoenix electric 'sport utility truck', out later this year, does at least 95mph, carries 5 passengers plus cargo, accelerates and handles great, can go up to 250 miles on a charge, and can charge its batteries in only TEN MINUTES. Here's a link:

Yes, I would drive it. The electricity to charge an EV only costs about a penny per mile, compared to 10 to 15 cents for gasoline.
*
Maintenance costs on an EV are virtually nil. Electric motors have only one moving part, and need no oil changes, coolant, filters, or anything else.
*
And newer battery designs are good for better than 10 years before replacement is needed.
*
Despite some oil-industry disinfo you may hear, EVs do not pollute very much, no matter what powerplants burn. Powerplants burn fuel much more efficiently than your car does, and not all electricity is made from dirty fuel. Plus, distributing energy by wire to your EV is 95% efficient - much more efficient than trucking gasoline to thousands of gas stations!
*
In case you're wondering, I drive an EV. A very old one, built in 1980. My motor has never needed service in 25 years!

You're trying to solve a problem by attacking the symptoms. Consumers could, theoretically, all buy electric cars and significantly reduce oil consumption, but what is the likelihood of that happening? I think it would be far more effective to go after the oil companies themselves and require strict emission standards and research alternative fuels.
Emphasizing consumer responsibility over corporate responsibility is wrong because many consumers don't make enough money to adopt all these environmentally friendly lifestyle choices. Corporations, however, have a lot to answer for, not least of which is funding a campaign of disinformation about global warming. I mean just look at this ridiculous public service announcement (see sources).

Total electric cars are not the answer. They need power plants to produce the electricity and at this time the main power plants that are being built are coal powered and gas. We need to build safe nuclear facilities to produce hydrogen http://www.hydrogenpowerinc.com/
