I would have to believe this is possible to some extent. I have seen physical features change in a person based on effect of drugs in the brain... so much so that they actually look like a totally different person. The brain is a very powerful tool. But I don't believe one could "will" themselves a change... like chanting "big boobs, big boobs..."...lol

If you are speaking about hair or eye color, I'd say no. If you give some examples of what you mean, people might be able to provide better answers.
