I would first blow a little balloon for the head, and go with the paper mache process [I use a mixture of flour and water, mix it to a glue-like consistency. then cut strips of newspaper and drench it in the mache, then wipe it off using your thumb and index finger, running them along the newspaper. You stick the strip to the balloon and smooth it out so that it is flat. Once you have covered it, make about two more layers, and once it is fully dry, use a needle to poke through the shell and pop the balloon inside. Cut a small hole in the paper mace to let the balloon fall out - that's optional, you can just leave it in there.- If you already knew all of that, sorry haha.] Then use cardboard for the arms and legs, maybe very little balloons connected to the ends of the cardboard [tape them onto the carboard before you start to paper mache, and yo udon't need to paper mache the carboard, just paint it however you want.] as hands and feet. For the main body, I guess i would use a thin box, as in the ones you get for wrapping clothes in at Christmas. If it looks a little too boxy, try cutting the shoulders and edges so it looks a little less sharp. I would decorate by painting it all white once you are finished, and gluing on stips of toilet paper or thin paper like wrapping tissue on it, and paint on two little dots for the eyes. Hopefully this is elaborate enough, if it's for a big school project, maybe get a book from the library on how to paper mache, etc. Hope this helps! :]

Depends on how big you want to make it. You can purchase an inexpensive doll and use strips of fabricor paper soaked in liquid starch or make a paste of flour and water, or you can use newspaper to start the shape of the body.
