How do I tell if a Mac notebook has can write DVDs or just has a DVD-rom drive? It's a couple of years old... Is there an equivalent to the Windows control panel that will show me?

Go to the Apple Menu, About this Mac

Then click on More Info

That opens system profiler.

Then click on "Disk Burning"

And it will tell you!

You can also go to the system profiler to tell you what type of optical drive you have....click on the apple, than about this mac, than chose more info

Apple menu > About This Mac > More info > Hardware > Disc Burning. You should see something like this.

Reads DVD:Yes
CD-Write:-R, -RW
DVD-Write:-R, -RW, +R, +RW, +R DL
Burn Underrun Protection CD:Yes
Burn Underrun Protection DVD:Yes

just put in a blank DVD -r and see if it recognizes it if it does, it can burn it, being a DVD burner if it doesn't, it is just a reader
