In California, the motorcycle license is a separate license class. You do not need a car license first, but still must take a test before getting the motorcycle license.

In almost every state, the motorcycle endorsement is an addition to your driver's license. There is a reason for it, namely the fact that you don't know how to drive a simple, stable vehicle in traffic yet. Giving a motorcycle license to someone that can't drive a car is a death sentence. They're not bicycles, Junior.
