You might as well just give someone cash. If it's lost, anyone can cash it at the local party store, no questions asked.

Do you mean with "cash" as the payee? Sure, just be aware that it could be cashed by anyone.

If you need documentation of a purchase, it would be best to write it to the buyer's name.

There is nothing wrong with this practice, just as long as you know, anyone may cash it.In fact, if you have money in the account, it is cash.
