As a former Michigander - and there when the beloved "bottle deposit" went into effect - the amount was set at 10 cents to encourage recycling. You pay that money up front and then you get it back when you return the cans.
Thjey felt that 10 cents was enough to encourage people to return them -- they'd want their money back.
lol in high school we called that "gas money!"
So, it's not free money - you paid it when you purchased the item, and you get it back if and only if you bring back the bottle.
Having lived in a "deposit" free state now for many years -- I do not miss that little Michigan custom one tiny bit!

In Michigan you pay an extra 10 cents per can when you purchase the product. You then get the refund when you return the cans for recycling.
I'm not sure why other states never picked up the program since it does help cut down on littering and encourages people to recycle.

Seems to be based on the deposit you are paying(knowingly or unknowingly) when you purchase the beverage.
Michigan isn't refund the most if you count liquor bottles.....
Vermont 7/1973 15 cents for liquor; 5 cents for all others Beer, soft drinks, mineral and soda waters, wine coolers, liquor
Maine 1/78 15 cents for wine and spirits; 5 cents for all others- All beverages except milk and dairy-derived products

Because MI charges the residents 10 cents when they buy the can with the beverage in it. It is a refundable deposit.
Recycling laws are state-by-state, and are enacted by the legislatures and voters in those states.

You get what you paid up front. You pay a 'deposit' when you buy the product and get the money back when you return the cans/bottles. So other states get less because they pay less.
