For example, record label companies are just getting old artists bootlegs and turning them genuine somehow then selling them. So how do I do this legally? ie, pay royalties etc? can I release a bootleg officially? if anyone knows a good website please link me up.

Before making your name known to a band's record label, it would be worth finding other people on the net who have released this type of album. They can also tell you about technical issues, such as improving the sound quality and whether its best to leave it sounding a bit old and raw. Maybe you could google for 'authorized bootleg album' and 'unauthorized bootleg album' .
