For example, can a company set up a branch in Mexico and still be subject to a race discrimination lawsuit as per American labor laws?

No you have to follow the laws of that country .I have experience in that . I went to an American private school of design college in Canada. I was given a summons to go to court as a witness under Canadian law any work place or school must excuse you for this without any penalty . I was told by the schools director that since they are American they need not follow Canadian laws . She was suprized to get a letter from a lawyer! And had to eat cake when she realized she can not administer her own american law in Canada ...the same as a Canadian company can not go to the states and expect to rule employees under Canadian laws

No, they have to follow the laws of the country they they employ people in, so if a US company opens an office in Mexico then that office has to follow Mexican Law.
