Judging by your hair color and eyes. You have cool undertones. So colors like pink, blue, purples you can play with many different shades just stay away with anything thing that has orange or yellow undertones. Since your hair is blond your eyes lashes are light then too. For eyeliner use a powder I suggest Smashbox. Using the slanted brush end wedge the color into your eye lashes not above them on the lid. This will make your eyes pop without looking too over done.

Don't use too much blue, cause it will take away from the prettiness of your own eye color, but don't be afraid to use it to enhance and make your eyes pop. For blue/grey eyes and light complexions, pink works really well.
I use a sparkly white shadow[just something that sparkles, the color isn't too important- but it should be sheer and close to your skin tone.] on the inner corner of my eyes and underneath the brow [you probably already know this]. It just gives your eyes a little bit of a shine.
Don't use too much eyeliner unless you want a bold look [strays away from the natural look unless you have dark hair and eyelashes].

If you use blue don't use the same color of your eyes use a lighter color (never use darker it takes away from the eye)
And green always looks good on blue eyes!
Don't use a dark purple because it will make you look tacky use a lighter purple!
And bronze always looks great as well now that you can apply A little darker!
For blue eyes use neutral and warm colors!
Don't use the cool colors as much because again Tacky!

I have the same hair, and skin but greenish grey eyes. I normally use brown hues and its makes my eyes stand out with looking too dark.

Sounds like you can get away with almost all the colors. Sounds like you might want to try a liner with the eye shadows. Try different texture eye lines and colors

I think that the best for u would be only black eyeliner without eye shadow, it will make your blue eyes shine and brush your eyelashes with black or dark brown mascara. but if u want know other details visit this site: www.makeup.fabpage.com.

a creamy color on the lid and a darker in the crease and right under the brow a light with alil sheen, but remember less is more use natural colors

I usually coordinate my make-up to what I'm wearing. I also go more neutral colors ( pinks and browns ) so you don't look like a clown.
