Graphic card options on laptops are usually quite limited, but a few companies like Dell offer higher-end mobile options. The best is currently the GeForce Go 7900GS, which is better than the Radeon X1600. Just remember that only the manufacturer can change these options at the factory- you can't upgrade laptop video later on your own, whatever you buy initailly is what you've got.

Typically the video on a notebook is integrated or in some cases is a small propriorety circuit card about the size of a quarter. The notebook I have uses an ATI Radeon 64MB chip.

Generally you are locked into whatever the manufacturer provides.
