It is 16, and that is because you'd be working around machinery and there is a law about minors under 16 working with machinery. Yes the icecream machines are machinery. Not to mention the frying vats and grills.

Unless you have a worker's permit from your school, you must be 16 to work at any place non-family owned/operated according to the child labor laws.

If you call them on the phone and ask, they will probably say 16. I know several people who have worked there at 14 though--particularly in the busy summers.
