Your question is a little unclear, but I'll take a stab at it.
First, if you're trying to install the program, you'll have to be logged on to the computer as an administrator. Otherwise you will get a "permissions" error. Go to control panel/user accounts and check to make sure you're an administrator. Other than that, Windows itself will not block access to the program.

Second, if you have some type of security software (norton, mcaffee, defender, etc.) many of these are configured to deny access to keylogging programs. Check the settings on your security suite/firewall product to specifically allow this program to run.
