There is no best. There are too many options that limit any one laptop from being the best. You have to ask yourself:
1. Do you want a MAC or PC
2. Do you want Intel or AMD
3. Screen size?
4. Processor Speed, RAM, Hard Disk Capacity?
Each notebook may offer one or more things better then a competitor and sometimes these things are equal.
You have to list out what you want in a notebook and then compare models that are similar.
Try PC World for reviews.
Most answers you will get here will be very opinionated towards one maybe too vendors. I would go look at reviews.

Don't get a toshiba. I have a toshiba satellite and it blows. It shuts down on it's own frequently.
Get an apple. They seem to be reliable. My sis has one and she never has problems with it.

macs are the best. they have a better operating system, and they typically run faster, because of this operating system. i have a powerbook, and stopped using my pc a long time ago.
