Can you buy a DVR receiver (like at Costco for less than $100) and somehow configure it to use as just a DVR for over the air TV recording?

I would suggest buying the DirecTV R10 receiver. This is a DVR with integrated TIVO. If you have DirecTV already just replace it with this one and you only pay an extra $5 a month. Don't buy from DirecTV because they don't sell it anymore. Tivo discontinued their partnership with them. The current DirecTV DVR does NOT have Tivo. Buy an R10. Look for it at weaknees.com

I just got a dvr from directv. The dvr was free, I didn't even have to pay for shipping. There is a $5 a month fee for the dvr service. I think tivo is higher than that. If you already have the directv account go online and log on then go to upgrade equipment. there should be a list of equipment that can be upgraded. I suggest getting the free installation. Actually hooking up the dvr is no problem but I didn't realize until I hooked it up that you have to have two lines coming in from the dish to be able to watch one channel and record another.

You mean you want a plain DVR instead of a DirecTV DVR? Yes, TiVo makes them. There's a monthly free associated with it, somewhere between $13/mo and $20/mo depending on how many years you sign up for. The box itself starts at $70.
