I would try to threaten them first. Tell them no more food if they do not perform. Or threaten them with the bug bomb. Find the leader and yell at him.
Be sure, if you do the bug bomb, to say "I drop boms fool!" before you set it off.....

Maybe you should coax them or bribe them into it - I hear fleas really like cheerios or kix - feed them some maybe they will work for you - or better yet - buy them a new flea car
