No, it's a Federal holiday. That means the Federal government is closed. The U. S. Post Office is a Fedral Agency. That is why tampering with the mail is a Federal offense.

MLK Day is a federal holiday, therefore if a package is being shipped via USPS it will not be delivered today. However, UPS, FedEx, and some other private carriers may ship today.

You're not supposed to, as it is a federal holiday, but a couple years ago I got a package (from UPS) on MLK Day. Go figure.
