I want to avoid the hassles of planning a wedding that will make everyone happy. Whereever it is, it needs to be hot and tropical and relatively affordable? Any ideas?

Costa Rica during the dry season. The airfare down there is affordable and ocne there loding and meals are ten times cheaper than Hawaii. The water is warm and their dry season corresponds with North American winter so it is a good escape.

There are lots of great places to consider.
Here are my suggestions:
Las Vegas is the marriage capital of the US. There are tons of options there. *Most* hotels have wedding chapels inside or you can get married at an independent wedding chapel somewhere on the strip. My husband and I were married in June and it was 110 degrees. Getting a marriage license is easy to do (no blood tests, etc.)
Niagara Falls, Canada. This city is beautiful. I don't know many specifics about laws but many, many people get married here.
Most All-Inclusive type resorts. Resorts like Sandals do weddings
as part of their getaway. We attended a "new friends" (someone we met on resort while staying in Nassau) wedding and it was a nice little ceremony, complete with a champagne reception. If you choose this option, be sure to find out what documents are needed beforehand!
