I don't mind if it still says $ on the key, I just need it to type the pound sign instead!

i would imagine you need to change the language from usa english to uk english

Yes there is an American keyboard - it's the default one unless you live somewhere outside of North America in which case maybe you can find a country-specific one On my Linux I have dead keys set up so I can type e.g. compose,-,L for £ and compose-a-^ for â but that's limited to only a few common characters. The character map or UTF composer method is more general. Now that everyone has mostly switched to UTF-8 it's much easier but you need to make sure your web pages and email etc. have the charset set to UTF8 not ASCII or ISO-8859-3 etc.

my language is already set to UK english, but it still is a $ sign not a pound sign.
Went to insert symbol, there it showed you the shortcut key for the £ sign, which is shift + 3

I'm not sure on this but you can look in Apple menu > System Preferences > International. Or you can just go to Edit menu, on your menu bar, Special Characters. In Roman view $ Currency Symbols you will find ₤ click to choose it and click on insert button.

go to control panel then to language and reset in there
