Am referring as in taking public bus eg.(Victory) to Baguio,from bus terminal.

Clark is closer because Clark is in Angeles City which is North of Manila. If you are going to Baguio City you will pass by Angeles City wether you are taking public transport or private transport.

Clark Airport is closer to Baguio because (like Baguio) it is North of Manila. Unfortunately, not many carriers fly into Clark. Most international flights land in congested Manila.

The planes that fly into Clark are the small budget airlines and I'm not familiar with the Victory Liner bus route but the one I know of is in Cubao, Quezon City near the NAIA
