That counter will never be the same. You can try to lighten the mark if it is not real deep into the surface by trying the following:
1. Get some emery paper which is super fine sand paper. Then lightly sand away at the surface.
2. After trying to sand you can then dab some bleach and rinse perodically which can also lighten the mark over time.
3. After doing the above the area won't shine like rest of counter. To cover that up you can use cooking oil or furniture polish to hid from guests or landlord.
Unfortunately there is nothing to make it good as new other than replacing the counter top.

Can't be removed but......the cheapest repair is to have someone(good) put a new formica top over the old without removing the whole counter top. I've done it and the old top needs to be roughed up with sand paper so the new adhisive will bond. Need more info email me. I'm in the contracting business.

Laminate countertops can be repaired and resurfaced at a fraction of the cost of replacement. The cracks and burns are repaired with a special plastic filler, then sanded smooth to fill in any rough or damaged areas. The counter is then sprayed with a special topcoat, which gives the appearance and durability of a new laminate countertop. The process usually takes four to five hours, and your kitchen will be ready to use the next day.
You can buy kits to do this online, or hire a pro.

Probably not if it melted the formica. Try using fingernail polish remover which contains acetone. This works real good on formica.

Unfortunately NO. With formica, it is the cheapest cover that you can put down. Just replace it.

I looked this up in my Household Hints book for you. It said to glue a decorative tile over the damaged area. You'll save yourself some money and have a permanent hot pad. It may not be the answer you were looking for, but it may work.
