Baghdad. The murder rate is lower there and, unlike New Orleans and Los Angeles, it is legal (cheap too) if I want to hire a dozen bodyguards armed with M16's to walk with me.
Also, as an american who is white/hispanic, the average person in Baghdad hates me alot less than the average person in New Orleans or Los Angeles.

Before Iraq, Colombia was considered the most dangerous country in the world. I have visited Cali, Colombia (the so-called "Cocaine Capital") numerous times -with no problems. I have visited Los Angeles and New Orleans as well - never with any problems. Feeling safe is mostly a state of mind. Don't allow preconceived ideas of cities or countries deter you from going.

Depends on what neighborhood you are talking about, living outside of New Orleans I can tell you nothing in the city is safe but I imagine there are still a couple of places in LA.
