Mew cannot be obtained in the wild in the american version of Emerad. It was obtainable wild on birth island in the japanese version and could be caught on level 30.
The only way to obtain Mew in Emerald is either through a ninetendo event or by gameshark (which can ruin your game)

u go to faraway island. using old sea map obtained in gameshark or nintendo events. go to a nnintendo event and download a ticket or use game shark which ruins ur game
