What should it be called, what should it do and what site builder should I use?
Have you ever used a site builder that is quite cheap and good to use? If you have, tell me!

right, it sounds like to me you want to make a really cool and entertaining site, not one that has tonnes of text.
Well one of the best ways to make/design an entertaining site is to build it on flash. everyone these days has a flash player as it's become so common. The list of advantages of having a flash-based webpage is endless. Here are just a few of them;
- most people have a flash player
- most games are flash based
- all website creators should have an option for you to insert flash
- using 'actionscript2' gives you endless options

Note: do not start to use macromedia flash (v.any) straight away.

first use easier flash developing softwares sush as kool moves, selteco.

KOOL MOVES
Pros: Well where do I start. Koolmoves is a fantastic flash programme. Built into customized actionscript and full html integration. This product is worth its weight in gold. A real rival for Adobes Flash 8 no doubt. Buy it you will not regret it.

Cons: More in depth help files would be good, but a forum is available and whenever I needed assistance it came.

use tutorials and stuff to help you out...

goodluck

before you start building anything, you should know what you want to build. before you start building a vehicle, you should know what will it be used for. if you don't know what you need a web site for, then you probably don't need to build one.
