Iraqi people have not tasted democracy. They were accustomed to harsh treatment. Saddam was ruling with iron hand and keep the Iraqi united by force. Now Shia and Sunni are killing each other. There is anti-American feeling and police men and other security people are being killed by terrorist group. It is essential to bring these people on negotiating table. I hope Bush will succeed in establishing peace in Baghdad. This is last chance.

What they would really like is a return to the old Hussein regime. This is clearly impossible with Saddam dead, but they may still hope to put a version of his political machine back in power. This is actually not beyond possibility, if coalition troops were to leave prematurely, for instance.
And if they cannot achieve political power, revenge is still a potent motivator to this group of people.
