First, make sure there is some factual truth to this rumor before hurting this woman's job. What are the facts and who is making these allegations? Is it personal? If you feel they are true then report the woman. Give her employer all the facts. The employer can not simply take action without credible information. You may not want to give your name, but you should. You also need to provide the names of other witnesses. It is a hard thing to do, but we must all be responsible citizens. Using illegal drugs in a position of trust and responsibility is wrong. It compromises the firm and the families she works with. How is she going to counsel families about important values and principles when she is not.

I would tell the employer that you THINK she might be & that they should look into it, but only do this if you can
trust that the employer will believe you, look into it & you will not lose your job after telling them about this

Only if you are Absolutely, 100% percent positive that she is using drugs, while at work or working with children and have proof. If the drug you are referring to is marijuana then maybe you should talk with her. If it is a prescription drug or other 'hard drug' you can suggest counseling or an addiction recovery program.
