i have a psp and i was wondering if i could use the build in wireless internet chip in my gateway swivel screen laptop to get internet on the psp without a wireless router and all

No, you cannot simply turn your Laptop into an access point/router. But if you don't want to get a wifi router you can get the Datel USB WiFi Max that can turn any PC/Laptop into a WiFi router. Router or WiFi max is going to cost $40
