Some websites give a plot synopsis before airing the episode. Some people are really good guessers. Some shows are aired earlier in other countries (Stargate, Dr. Who).
I don't know about 24 though. I don't watch it.

Also TIVO gives you a summary on what it happening next.

Depends on what do you have. Cable or Satellite. I have satellite and i can easily press "info" to see what the episode is about.
