There was a water main break in front of our house last night and the city came to repair it. They dug out the bottom part of our drive way, part of our sidewalk, and part of the neighbors side walk and yard. When they finished they filled in what they torn up with what looks like asphalt. So, there is a HILL of asphalt where our driveway/sidewalk/portion of yard used to be. I just wanted to know if inorder to get it repaired properly, do we have to pay for it, or can we report something with the city?

They have probably made "temporary" repairs to your sidewalk and driveway. They will be back to repair it properly. If you are in a cold climate, they may wait till spring to pour concrete. If you are in a warm climate. I'd give them two weeks and then call.

You need to determine if the break occurred in your pipe or the city's pipe. The homeowner generally owns the water service after the shut-off, usually located near the sidewalk. Common sense would have us believe that if they dug it up they would fix it. Do not follow common sense! Call the entity that did the digging until they commit, (in writing), that they are replacing the damaged areas and when.

Contact your city council representative for your district and explain what happened. Sidewalk is technically city property and they are responsible for repairs and maintenance. Any item(s) related to water service is the responsibility of your water company. Go with your affected neighbor(s). More people, louder voice. You voted for your district representative to serve as best he/she can to look after your interests.

Report to the city. They are supposed to leave your drive just as they found it.
