They need to have a feature that is intriguing. Plus, the combination of outer beauty + inner ugliness results in an alluring mix. They compensate through beauty and balance their being out.
It's just like the case of a house. Let's say all the rooms in the house are untidy and they are a complete mess, but the outer appearance of the house is presentable and clean. You can't know what it is like inside, so you are tempted to get in... ~
