Refurbs are phones that are less than new. They can arrive this way by a variety of means. If a customer returns a phone, it can be sent back to the manufacturer for testing, a clean up then it is boxed back up and sold as a refurb. If a phone is returned as defective, the manufacturer replaces whatever is faulty, tests it, cleans it up, boxes it to be sold as a refurb. If a store receives a phone and it's missing a battery, the antenna is broken, etc, it could have been sent back to be fixed up and boxed to be sold as a refurb.
Refurbs carry a warranty, usually shorter than the original manufacturers warranty and are sold at a lower price than new phones because they aren't technically new, although some could very well have never been used before.

Refurb or refurbished means that the item had some sort of defect or damage to it that was corrected by the original manufacture in order to make it a working unit again. Most likely the phone was previously owned and sent back under warranty once it stopped working and then was fixed for resale.
Unless you are buying the phone refurbished directly from your cell phone carrier I would be very careful. Your cell phone carrier should at least guarantee it for 30-90 days; buying it from an individual could leave you in the hole if the phone stops working again.
