I can understand they want to look pretty, beautyful and sexy and to attract guys attention but in freezing temperature when even one jacket is not enough how can u expect someone walking almost naked for all the above said reason dont u think its somesthing like craziness or obsession about sex. I really cant understand it.

i don't kno i always wonder the same thing when i see this stupid girl wear skirts to school at LEAST twice a week in the winter.

Not all people are created equal. What you consider freezing may not be so uncomfortable for the ladies you describe. There are a great many women who believe their most beautiful assets are their legs - and they want to show them off regardless of the weather.
My mother never worn a pair of pants in her life. Her dresses were never short, but were knee-length or longer and she always wore stockings. In her day, it was not appropriate for women to wear pants. A great many women are raised by their grandparents and those values are still held in high regard in many cultures.
