Brown will be less evident and show your eyes more. Less is more. Black will be way too dark and look overdone

Blue eyes require either brown, gray or turquoise eye-liner to make your eyes look bigger. Don't wear black alone, if you do, go for a smoky eye look by applying the liner and then some smoky shadow over it.
Black liner makes your eyes look smaller and opaque. Find a color that compliments the color of your eyes or brings it out more.

No matter what color your eyes are black is more refined for a dinner party and it's darker at night so blue wouldn't show up as well.

Definitely brown... black eyeliner will make blue eyes look to 'drastic'. The brown gives them a nice tone.

I have grey blue eyes, I use a cyber blue for fun days and a green velvte for parties... when I am feeling dark... I have a cobalt... or a saturn grey... black or brown are too dull I think.

I don't like brown eyeliner, i only wear black or navy blue. I also have blue eyes. I would go with black.
