I think all new cell phones come with a sim card, I recently bought a Razr v3m and some cheap phone from Nextel and they both came with a sim card.

All GSM phones require a SIM card, and new Nextel iDEN phones do, too. Whenever you purchase and activate one of these phones, you will get the SIM card. If you buy a phone outright and unlocked with no service, you won't get a SIM card and you'll have to buy/get one from the provider you take the phone to.

Only GSM phones are required to have sim cards on the back of their phones. The cell phone carrier that require sim cards are Cingular, T-Mobile and Nextel.

carriers who use GSM have phones w/SIM card. Other than Verizon, Sprint, in the USA and Reliance in India, most carriers in the world use GSM
