One of my friends is really afraid of intoxicated people... she really freaks out.

Drinking- Dipsophobia.
Drugs, new- Neopharmaphobia.
Drugs or taking medicine- Pharmacophobia.

I'm not afraid of them, until they get in their cars, but I seem to be surounded by them where I live, I only have 2 neibours & their both drunks, & it seems everyone in the nearest town are drinkers & drug addics, I hear all the stories & find they sometimes very funny, even the town public works snow plow driver can't last an hour without a drink, he can't drive the plow without one. Once they were after him @ work for it & he hit more mail boxes & signs sobber then he has ever, then being drunk.

No, there is no known phobia of high or drunk people. Maybe your friend had a bad experience, maybe in her childhood.

I think ultra religious people may get this way. Or she may have been abused by a drunk at one time.

i agree with above, she probably has had some bad experiences with people who are out of control in her life, possibly parents or other adults who don't or can't take care of the younger people in their lives.
