Try a dollar store in your area. That way if you find that you don't like how it looks, you're not investing in high end cosmetics. I know there are a couple of stores that have a "money back" deal where if you don't like the shade you can return it for another shade. It might be a good way to experiment without laying out a ton of money.

Not sure, but I think I would stick with a nice low priced major brand, such as Revlon, or Almay, which is always supposed to be gentler, with milder ingredients.

I get mine right from the Walmart, or, I like CVS pharmacy. If it comes from a good chain like that, it's cheap enough really.

If you want cheap eyeshadow that have ok quality, just go to any stores that carry brands such as cover girl, maybelline, loreal, etc. But if you want cheap-price high quality eyeshadow, go to Ebay. Ebay have hundreds of cheap eyeshadow. Or you can go to ULTA.
