Brakes - whenever I am on slick spot my '91 Lincoln the brakes act different is this normal?

I seem to not be able to push them all the way like I normally do and the break pedal makes this grinding noise and I am sliding. Is this normal?

If you have abs its working at that time.Normal for pedal to get harder and a noise to be heard. Noise is the abs solenoids working to stop lock up.

its normal. to keep you from skidding it keeps brakes from locking up.
