Who was responsible enough to have sex? If you are responsible enough to do the act, then you are responsible enough for the consequences. I am getting tired of people these days who do something then do not want to accept the consequences, and want someone else to clean up. Take responsibility for your actions, I know an amazing idea. No matter what happens, it makes you a better person to accept what you have done, and blame nobody else for YOUR actions.
If you are looking towards the government for help, that is something that pisses me off. Why should my tax dollars go to fix up a decision that someone else made, but then can't take responsibility. Wow, I wish I had no morals like that and did not take any responsibility for my actions. Also, if I (the government) am going to support that teens child then maybe when that child is in public having a tantrum, then I can walk up and give it a good spanking. I paid to raise it, didn't I?

Well the teen is responsible for what belongs to her. So yes the pregnancy is the choice of the teen that is with child. Their parent or guardian has no say in whether the teen keeps the baby or not. Now the parent is responsible for the teen and when she has the baby the teen is responsible for the baby. But most parents end up taking care of both of them. The only time the government is responsible is if the teen is in foster care.

All of them.
Them because they knew what they were doing and they should have known the risks.
The parents, because maybe they weren't open enough about the dangers of teenage sex and pregnancy, or maybe the teen was too shy to ask, and so found out the hard way
The government for putting the age restriction on and making a deal out of it. Nowadays, its confusing. Sex under 16 in the UK is illegal, yet under 16s can get a hold on free contraception and the emergency pill. Kids today are more rebellious, and if they know they can break rules, then they will. Thats why rules are a bad idea. Makes people break them more often!

ultimately the teen is responsible for the pregnancy although the teen may not have been unresponsible in that act of sex
i myself fell pregnant at 16 while using concraception pills my daughter fell pregnant under the age of 16 while also using concraceptions. u can give all the information and guidance you like to a teen it dont mean they actually listen to you so its unfair to proportion some of the responsibility onto parents who try to educate teens against it.
but question shouldnt be who responsible for teenage pregnancys but whos responsible for the baby from a teenage pregnancy
in the uk a teen cannot get parental responsibilities and rights to a baby till they are 16 so as i say question should be whos responsible for the baby till teen is 16???

Every one is responsible for their own acts! You make the choice you get the results. People often use their surrounding to blame for when the results are not positive. You can't blame other not even for not been told ot taught about the subject. It is true that there are people that get scare with the word 'SEX' but now this days you can search for the answer to all the questions you might have a bout the topic, by using books to the Internet. Be Save and remember that the results to the choice of having sex can be a lot more that just pregnancy there are many other negative results such as STD's. Look in it and not how to blame for it! :0)

Well. the parents did not sleep with the teen, the government did not sleep around so it has to be the teen. The teen has to know by now that there are condoms free of charge at clinics and just have to ask. Much better feel stupid asking than be stuck with a baby at a young age. Teens must stop blaming everyone for falling pregnant, they have to learn to cross their legs when they go out with a boy and keep them crossed. Else get the injection to prevent falling pregnant. The boy has to use condoms else he will become a daddy at a young age and that is no good either. Just cross your legs Teeny that is the safest way. :)))

True answer is all. Just like in an accident all are responsible for calling an ambulance.
If people pass the buck the ambulance is delayed or dones not arrive at all. If all get involved then say the kid gets several lessons.
Plus each can do it in a different way the other cant.
Schools hold kids for much of their lives and being used to kids of certain ages are more able to predict behvaour then parents used to seeing their kid as a kid.
The government can impose school haveing condom machines and run things like www.4yp.co.uk
Tennagers? not really thats like putting a 1 day old trainee in charge of safety... They lack the experience but only way to gain it is doing it under supervision

I would say the teen as they are the ones doing it. However it could be the parent. It depends how the child has been bought up. If their parents are prudes and do not discuss things with their child and tell them what they should be doing, like taking precautions then the teen would be quite sheltered and not know much. However, there should be enough sex ed at school these days for the teen to know anyway. So I would say the teen!

Most of the time it's either the government or the parents. It's rare that you find a teen parent that has took financial responsibility for their child. I had my first child at 18. My husband and I have always been the ones responsible for her. That doesn't happen very often though.
Edit: I think I answered this question wrong...lol. Anyways, it is the teen's responsibility not to get pregnant. Like I said in my last paragraph, I had a child at 18. I was 17 when I got pregnant. It wasn't my parents' fault; I didn't even live with them. Believe it or not, I grew up with both my parents in the home until I turned 16. It wouldn't be the parents' fault unless they forced the teen to have sex with someone. I also don't think it's the governments' fault. MY husband and I took every precaution besides NOT having sex. I was on birth control, he used condoms. Even with all that, miss Aaliyah was born. I'm proud for he and I to take the blame of the angel we created 3 1/2 years ago.

The teenager, my aunt is a member of DCF, department of children and family or whatever its called.
The teenager is the dummy who got pregnant so they are the ones who are responsible for themselves and the baby they are carrying...The teens parents are not responsible at all and the government can only help out but so much and that is for all ages, the only thing they can really give you is WIC and you have to be a certain age to get welfare and food stamps, I am not sure if every place if diffrent but where I live you have to be 20 years of age to get food stamps
